Early life and career

Frank J. Guarini was born on August 20, 1924, in Jersey City, New Jersey, to Frank Joseph Guarini Sr. and Caroline Critelli. He is of Italian descent and grew up in a family that valued education and civic engagement. Guarini graduated from Lincoln High School in 1942, after which he enlisted in the United States Navy during World War II. He served aboard the USS Mount McKinley from 1944 until 1946, an experience that contributed to his understanding of leadership and public service.

Following his military service, Guarini pursued higher education. He earned a Bachelor of Arts degree from Dartmouth College in 1947, where he began to develop his interests in law and politics. He continued his education at New York University School of Law, obtaining a Juris Doctor degree in 1950 and later a Master of Laws degree in 1955. His academic pursuits also included graduate work at The Hague Academy of International Law, which further enriched his legal expertise.

As of 2023, following the passing of former U.S. Representative Al Quie, Guarini became the oldest living former member of the House of Representatives.
