Garland Hale "Andy" Barr IV is an American attorney and politician currently serving as the U.S. Representative for Kentucky's 6th congressional district. A member of the Republican Party, Barr has held this position since his election to Congress in 2012. He is currently in his seventh term, with his present term set to conclude on January 3, 2027. In addition to his congressional duties, Barr has been nominated as the Republican candidate for the U.S. Senate in 2026, aiming to succeed the retiring Mitch McConnell.
Early life and career
Andy Barr was born on July 24, 1973, in Lexington, Kentucky. He is the son of Garland Hale Barr III and Rev. Donna R. (Faulconer) Barr. The Barr family has deep roots in Lexington, with a street named after one of his ancestors. His father established two companies in the area: an accounting firm and a physician practice management firm. His mother serves as a deacon within the Episcopal Diocese of Lexington. Barr completed his high school education at Henry Clay High School in Lexington, graduating in 1992.
During his youth, Barr encountered legal issues when he was charged with possession of a fake driver's license in Key West, Florida, in 1993. He pleaded guilty and completed community service as part of his sentence. When he later sought employment under Governor Ernie Fletcher, he did not disclose this incident on his applications.
Barr pursued higher education at the University of Virginia, where he graduated magna cum laude with a Bachelor of Arts in government and philosophy in 1996. While at university, he contributed to a conservative publication, The Virginia Advocate, and was critical of President Bill Clinton's actions during the draft. He interned for several prominent political figures and organizations, including U.S. Senator Mitch McConnell, the Republican National Committee, and the Heritage Foundation. Barr regarded McConnell as a mentor during this formative period. He was also a member of the Sigma Alpha Epsilon fraternity.
