Herbert Conaway Jr. is an American politician and physician currently serving as the U.S. Representative for New Jersey's 3rd congressional district. A member of the Democratic Party, he has been in office since 2025. Prior to his election to the U.S. House of Representatives, Conaway had a lengthy career in the New Jersey General Assembly, where he represented the 7th legislative district from 1998 until 2025. He has also served in various leadership roles within the Assembly, including Deputy Speaker and majority whip.
Early life and career
Herbert Clark Hoover Conaway Jr. was born on January 30, 1963, at St. Francis Medical Center in Trenton, New Jersey. He is the son of Eva Christine Conaway, a nurse, and Herb Conaway Sr., a history teacher. Growing up in Bordentown, New Jersey, he attended local schools and graduated from Bordentown Regional High School. Conaway pursued higher education at Princeton University, where he earned a Bachelor of Arts degree in politics in 1985. His senior thesis, which was notably extensive at 67 pages, focused on "Black Political Strategy."
Following his undergraduate studies, Conaway attended Jefferson Medical College at Thomas Jefferson University, where he obtained his Doctor of Medicine degree. He furthered his education by earning a Juris Doctor from Rutgers School of Law—Newark. Conaway is distinguished as the only member of the New Jersey legislature to hold both an M.D. and a J.D. degree.
Conaway's professional career includes service in the United States Air Force Medical Corps from 1992 to 1996, where he achieved the rank of Captain. During his military service, he was stationed at McGuire Air Force Base in Burlington County, where he worked as a general medical officer and as the assistant director of the primary care clinic. In addition to his military service, Conaway continues to practice medicine, specializing in internal medicine. He currently serves as the director of the internal medicine clinic at St. Francis Medical Center in Trenton. His previous medical experience includes working at Cooper University Hospital and maintaining a practice in Willingboro. Conaway has lived in various locations, including Delanco Township, and is currently a resident of Moorestown.
House tenure
Conaway's political career began with his election to the New Jersey General Assembly in 1997, where he was the top vote-getter in the 7th District. His initial election was marked by a unique circumstance involving his running mate, Jack Conners, who was initially seated but later removed due to voting machine issues. Conners was subsequently replaced by Republican Kenneth William Faulkner. After Conners won a special election in 1998, he and Conaway served together in the Assembly until Conners' resignation in 2011. Conaway's subsequent Assembly associates included Troy Singleton and, more recently, Carol A. Murphy.
Throughout his tenure in the New Jersey General Assembly, Conaway held several leadership positions. He served as Deputy Speaker from 2002 to 2005 and later as the Assembly's majority whip from 2014 to 2017. His legislative work has included a focus on health-related issues, as evidenced by his opposition to a bill that would allow parents to exempt their children from mandatory vaccinations, which he described as a potential public health risk. In 2019, he supported legislation to eliminate religious exemptions from vaccination requirements for school attendance.
In December 2023, Conaway announced his candidacy for the U.S. House of Representatives, seeking to represent New Jersey's 3rd congressional district after the incumbent, Andy Kim, decided to run for the Senate. Conaway won the Democratic primary in June 2024, defeating fellow Assembly member Carol A. Murphy. He was subsequently elected to the U.S. House in the 2024 election, officially beginning his term in January 2025.
Legislative focus and committees
As a member of the U.S. House of Representatives, Conaway has been assigned to several committees that reflect his interests and expertise. He serves on the Committee on Small Business, where he is involved in discussions and legislation related to economic growth and support for small enterprises. Additionally, he is a member of the Committee on Veterans' Affairs, where he holds the position of Vice Ranking Member. This role allows him to contribute to issues affecting veterans and their families.
Within the Committee on Veterans' Affairs, Conaway is also part of the Subcommittee on Health, which focuses on healthcare services for veterans, and the Subcommittee on Oversight and Investigations, which addresses accountability and oversight within the Department of Veterans Affairs. His committee assignments indicate a commitment to both healthcare and veteran affairs, areas in which he has professional experience.
In addition to his committee work, Conaway is a member of several caucuses in the House, including the Congressional Equality Caucus, the New Democrat Coalition, the Congressional Black Caucus, the Labor Caucus, the House Baltic Caucus, and the Congressional Freethought Caucus. These affiliations suggest a broad interest in various issues ranging from civil rights to economic policy and labor relations.
Conaway's legislative focus and committee assignments reflect his background in medicine and law, as well as his long-standing commitment to public service. His career trajectory illustrates a dedication to addressing the needs of his constituents in New Jersey, particularly in the areas of healthcare and veteran services. As he continues his tenure in the U.S. House of Representatives, Conaway's experience in the New Jersey General Assembly and his professional background will likely inform his legislative priorities and actions.
