James E. Risch is an American lawyer and politician currently serving as the junior United States senator from Idaho. A member of the Republican Party, Risch has held his Senate position since 2009, following a career in state politics that included roles as lieutenant governor and governor of Idaho. His legislative work and political career have been shaped by a background in law and a commitment to public service within the state of Idaho.
Early life and career
James Elroy Risch was born on May 3, 1943, in Milwaukee, Wisconsin. He is the son of Helen B. Levi and Elroy A. Risch, who worked as a lineman for Wisconsin Bell. Risch spent his early years in Milwaukee before moving to Idaho in the early 1960s. He began his higher education at the University of Wisconsin–Milwaukee, where he studied from 1961 to 1963. He later transferred to the University of Idaho in Moscow, where he became involved in campus life as a member of the Phi Delta Theta fraternity.
Risch graduated from the University of Idaho with a Bachelor of Science degree in forestry in 1965. He continued his education at the university's College of Law, where he was active in the Law Review and served on the College of Law Advisory Committee. He earned his Juris Doctor degree in 1968. Following his graduation, Risch entered the legal profession and began teaching undergraduate courses in criminal justice at Boise State College.
In 1970, at the age of 27, Risch began his political career by winning election as the Ada County Prosecuting Attorney. During his tenure in this role, he also served as president of the state's prosecuting attorneys' association. Concurrently, Risch established himself as a successful trial lawyer, accumulating significant wealth and recognition in Idaho's legal community.
Senate tenure
Risch's political career in the Idaho Senate began in 1974 when he was elected to represent Ada County. He quickly ascended to leadership positions, serving as majority leader and later as president pro tempore. However, his first stint in the Idaho Senate came to an end in 1988 when he was defeated for reelection by Democratic newcomer Mike Burkett. Following this defeat, Risch faced another setback in 1994 when he lost a primary election for a state Senate seat.
Despite these challenges, Risch remained active in politics. He chaired the transition team for Governor-elect Phil Batt in 1995 and was subsequently appointed to the state Senate to fill a vacancy. In 1996, he was elected Senate Majority Leader, further solidifying his influence in Idaho politics.
Risch's political trajectory took a significant turn when he ran for lieutenant governor in 2002. He won the Republican primary against incumbent Jack Riggs and subsequently secured victory in the general election. After serving as lieutenant governor, Risch briefly assumed the governorship in 2006 when Governor Dirk Kempthorne resigned to become the U.S. Secretary of the Interior. During his time as governor, he implemented various initiatives, including property tax reform and state agency oversight measures.
After completing his term as governor, Risch returned to the role of lieutenant governor and was unopposed for the Republican nomination in 2006. He won the general election against former Democratic U.S. Representative Larry LaRocco. Risch resigned from this position on January 3, 2009, to take his seat in the U.S. Senate.
In the 2008 Senate election, Risch was nominated as the Republican candidate and won the general election against former Democratic Congressman Larry LaRocco. He has since been reelected to the Senate in 2014 and 2020, demonstrating a consistent support base within Idaho. As of now, Risch's current term is set to end on January 3, 2027, and he has announced his intention to run for reelection in 2026.
Legislative focus and committees
Throughout his tenure in the U.S. Senate, Risch has focused on various legislative issues pertinent to Idaho and the broader national landscape. His work has often emphasized the interests of his constituents, particularly in areas such as natural resources, agriculture, and economic development. As a member of the Republican Party, Risch has aligned himself with the party's priorities, advocating for policies that reflect conservative values.
In the Senate, Risch has served on several committees that play a crucial role in shaping legislation. His committee assignments have allowed him to influence policy in key areas, including foreign relations, energy, and the environment. Through these roles, he has engaged in discussions and debates on a range of issues, contributing to the legislative process at the national level.
Risch's background in law and his experience in state politics have informed his approach to governance. He has often drawn upon his legal expertise to navigate complex legislative matters and advocate for policies that he believes will benefit Idaho and the nation. His commitment to public service is evident in his active participation in Senate proceedings and his engagement with constituents.
As he continues his service in the Senate, Risch remains a prominent figure in Idaho politics, reflecting the interests and values of his constituents while contributing to national discussions on critical issues. His legislative focus and committee work will likely shape his future initiatives as he seeks to address the challenges facing Idaho and the United States.
