Early life and career

Carl DeMaio was born on September 14, 1974, in Dubuque, Iowa. He is the son of educators Carl Joseph DeMaio and Diane M. DeMaio (née Elgin). In the late 1970s, his family relocated to Orange County, California. DeMaio's early education took place at St. Catherine's Military Academy, a Catholic institution in Anaheim, where he studied until the eighth grade. In 1989, he received a scholarship to attend Georgetown Preparatory School, a Jesuit boarding school located in Maryland. His life took a significant turn during his teenage years when he faced the loss of his mother to breast cancer in 1990, shortly after his father abandoned the family. This loss led to a separation from his siblings, and DeMaio continued his education at Georgetown Prep, graduating in 1993.

Following his high school education, DeMaio enrolled at Georgetown University, where he pursued a degree in international politics and business, graduating in 1996. After completing his education, he established The Performance Institute, a for-profit think tank aimed at training government officials in various management improvement topics, including performance measurement and strategic planning. In 2003, he founded the American Strategic Management Institute, which provided financial and management training to corporate clients. Both companies were sold to the Thompson Publishing Group in late 2007.

In addition to his business ventures, DeMaio has been involved in various government reform initiatives. Between 1994 and 1999, he worked for the Congressional Institute, where he served as the Director of Planning. In this capacity, he developed training programs for Members of Congress and their staff, focusing on the budget process and oversight investigations of federal programs.
