McNerney's early education included attendance at St. Joseph's Military Academy in Hays, Kansas. He later enrolled at the United States Military Academy at West Point, where he studied for two years before leaving in 1971 in protest against U.S. involvement in the Vietnam War. Following his departure from West Point, he continued his education at the University of New Mexico in Albuquerque. McNerney managed to qualify for the primary and subsequently became the Democratic nominee for the general election, although he lost that election.
Undeterred, McNerney launched another campaign in 2006, beginning his efforts in the fall of 2005. He won the Democratic primary with a significant portion of the vote and gained endorsements from several Republican candidates who had previously run against Pombo.
