Steve Meskers was born on March 7, 1958, in Greenwich, Connecticut. He is the third of five children born to John Hugh Meskers and Caroline Elvira Meskers (née Pagnucco). Meskers has a diverse heritage, with Dutch, Irish, and Italian ancestry. His paternal grandparents emigrated from Holland and Ireland, contributing to his multicultural background.

Meskers pursued higher education at Fordham University, where he earned a Bachelor of Arts degree in Economics and Spanish in 1980. He furthered his education by obtaining a Master of Business Administration from Pace University. His academic background laid a foundation for his future career in law and finance.

Following his graduation, Meskers began his professional career in the legal field. From 1983 to 1988, he worked as an associate attorney for Irving Trust. Subsequently, he worked as the director of emerging market fixed income sales at Rencap Securities from 2016 to 2017.
