Darryl Rouson

Early life and career

Darryl Rouson was born on July 20, 1954, in New Orleans, Louisiana. He is the son of W. Ervin Rouson and Vivian Rouson. His father was a guidance counselor and an administrator at several educational institutions, including Gibbs Junior College and St. Petersburg Junior College, and he also served as vice president of student affairs at Palm Beach Junior College. His mother was an educator who taught French and English and was noted for her role in the integration of schools in Pinellas County. She was a pioneering figure in her community, having served as the first African American elected to the School Board for the Burnsville-Egan School District in Minnesota and co-founding the Dakota County Society of Black Women.

Rouson moved to St. Petersburg at the age of three and grew up in the Cromwell Heights neighborhood. He attended Bishop Barry High School, which later became St. Petersburg Catholic High School. After completing high school, he pursued higher education at Xavier University in New Orleans, graduating in 1977. He then attended the University of Florida, where he earned his Juris Doctor degree from the Spessard Holland Law Center in 1979.

Following his graduation from law school, Rouson returned to St. Petersburg and began working at Gulfcoast Legal Services. He soon established his own law practice. However, during this period, he faced personal challenges, including a struggle with cocaine addiction, which adversely affected his professional and personal life. In 1987, he sold his law practice and left St. Petersburg after experiencing a divorce. His journey toward recovery led him to Chicago, where he worked with Reverend George Clements in a program aimed at helping recovering addicts.

Rouson returned to St. Petersburg in 1998, where he encountered a brief period of homelessness. This experience deepened his understanding of social issues, particularly homelessness, and motivated him to become actively involved in community leadership. He took on various roles, including chairman of the St. Petersburg Area Black Chamber of Commerce and president of the St. Petersburg branch of the NAACP. His leadership roles allowed him to advocate for civil rights and address community concerns, particularly regarding homelessness and substance abuse.

Legislative service
