Sally Turner

Early life and career

Sally Turner was educated at the University of Illinois at Urbana–Champaign, where she earned a Bachelor of Arts degree in legal studies. She furthered her education by obtaining a Master of Science in organizational leadership from Lincoln Christian University. This academic foundation laid the groundwork for her subsequent career in public service and local government.

Turner's professional journey began in the field of juvenile justice, where she worked as a juvenile probation officer. This role provided her with firsthand experience in the legal system and the challenges faced by young individuals within it. Additionally, she served as a paralegal in the office of the Logan County State's Attorney, further enhancing her understanding of legal processes and public administration.

In 1994, Turner was elected as the County Clerk of Logan County, a position she held until 2018. During her tenure, she became an active member of professional organizations such as the Illinois County Officials Association and the Illinois Association of County Clerks and Recorders. In 2015, she was elected president of the Illinois Association of County Clerks and Recorders, reflecting her leadership and commitment to public service.

After opting not to seek re-election in 2018, Turner shifted her focus to family responsibilities, providing support for her aging parents. During the period from 2018 to 2020, she established her own consulting business, where she assisted local government entities with various financial matters, including budgets, levies, and compliance with the Property Tax Limitation Law.
