Eric Holcomb is an American politician who served as the 51st governor of Indiana from 2017 to 2025. A member of the Republican Party, he previously held the position of lieutenant governor of Indiana from 2016 to 2017 under Governor Mike Pence. Holcomb's ascent to the governorship followed Pence's departure to serve as vice president of the United States. Throughout his political career, Holcomb has focused on various initiatives aimed at improving Indiana's economy, infrastructure, education, and public health.

Early life and career

Eric Holcomb was born on May 2, 1968, in Indianapolis, Indiana. He completed his secondary education at Pike High School in Indianapolis before pursuing higher education at Hanover College in Hanover, Indiana, where he graduated in 1990. During his time at Hanover, Holcomb was an active member of the fraternity Phi Gamma Delta, serving as chapter president. Following his graduation, he joined the United States Navy, where he served for six years. His military service included assignments at Naval Station Great Lakes, as well as locations in Florida and Portugal.

Holcomb's political career began in 1997 when he took a position working for John Hostettler, a member of the United States House of Representatives. In 2000, he ran for a seat in the Indiana House of Representatives but was unsuccessful in that bid. From 2003 to 2011, he served as an advisor to Indiana Governor Mitch Daniels, eventually becoming Deputy Chief of Staff. Holcomb also played a significant role in Daniels's 2008 gubernatorial campaign as the campaign manager. In 2011, he was appointed Chairman of the Indiana Republican Party, a position he held until 2013 when he resigned to become the chief of staff for U.S. Senator Dan Coats.

In March 2015, Coats announced that he would not seek reelection to the Senate in the upcoming 2016 election, prompting Holcomb to declare his intention to run for the Senate seat. However, he withdrew from the race in February 2016. Shortly thereafter, Lieutenant Governor Sue Ellspermann announced her resignation, leading Governor Mike Pence to select Holcomb as her successor. He was sworn in as lieutenant governor on March 3, 2016, and subsequently became Pence's running mate in the 2016 gubernatorial election.

Governorship

Holcomb's tenure as governor began after he won the 2016 election against Democratic nominee John R. Gregg. The election was notable for its length, lasting 106 days, and Holcomb emerged victorious with a margin of approximately six percentage points. He chose Indiana State Auditor Suzanne Crouch as his running mate for the gubernatorial race. Following his election, Holcomb was reelected in 2020, defeating former state health commissioner Woody Myers and securing the highest number of votes for a gubernatorial candidate in Indiana's history.

During his first term, Holcomb outlined a legislative agenda known as the “Next Level Agenda,” which encompassed five key pillars: strengthening and diversifying Indiana's economy, enhancing infrastructure, improving education and workforce training, addressing public health issues including addiction, and providing efficient government services to taxpayers. He emphasized the importance of civility as a foundational element for achieving these goals.

One of Holcomb's initial actions as governor was the establishment of the office of drug prevention, treatment, and enforcement, aimed at addressing the opioid crisis and other addiction-related issues in Indiana. He also took steps to rectify past injustices, such as pardoning Keith Cooper, who had been wrongfully convicted of armed robbery and served eight years in prison. Additionally, Holcomb declared a disaster emergency at the East Chicago Superfund Site and terminated contract negotiations between the Indiana Finance Authority and Agile Networks concerning the management of the state's communications infrastructure.

In April 2017, the Indiana legislature approved Holcomb's proposal to increase fuel taxes and Bureau of Motor Vehicles (BMV) registration fees to support infrastructure improvements, particularly road maintenance and construction. This legislation was projected to generate approximately $1.2 billion annually through 2024.

Holcomb's reelection campaign in 2020 faced challenges, as reported by various media outlets. Despite early concerns about his political standing, his approval ratings improved over time, reaching 50% by mid-2019. However, his administration faced scrutiny regarding allegations of interference in an Indiana Occupational Safety and Health Administration (OSHA) investigation related to a worker fatality case involving Amazon. Holcomb's office denied these allegations, asserting that he had not been present during the relevant discussions.

Policy focus and legacy

Throughout his governorship, Holcomb prioritized a range of policies aimed at fostering economic growth and improving the quality of life for Indiana residents. His “Next Level Agenda” served as a framework for his administration's initiatives, focusing on economic diversification, infrastructure development, and public health. Holcomb's efforts to address the opioid crisis through the establishment of a dedicated office reflected a commitment to tackling pressing social issues.

In addition to his focus on public health, Holcomb's administration sought to enhance Indiana's infrastructure through increased funding and strategic planning. The tax increases approved in 2017 were part of a broader strategy to ensure that the state's transportation systems could meet future demands. His emphasis on education and workforce training aimed to prepare Indiana's workforce for the evolving job market, aligning with his vision for a robust economy.

Holcomb's tenure also included efforts to promote civility in political discourse, which he viewed as essential for achieving his policy objectives. His approach to governance emphasized collaboration and constructive dialogue among stakeholders.

As Holcomb concluded his time in office in 2025, his legacy was characterized by a focus on economic development, infrastructure improvements, and public health initiatives. His administration's response to the challenges faced by Indiana during his governorship, including the opioid crisis and infrastructure needs, will likely be a significant aspect of his historical impact on the state.
