Dylan A. Fernandes was born in 1989 and is a fourth-generation resident of Falmouth, Massachusetts. He grew up in the nearby village of Woods Hole, where he was raised by his parents, Tessa Lineaweaver and Mario Fernandes. Tessa Lineaweaver is known for her work as the owner of Flying Pig Pottery, while Mario Fernandes operates a small landscaping business. His family background reflects a rich cultural heritage, as his paternal great-grandparents immigrated to Massachusetts from the Azores and Puerto Rico, contributing to his Portuguese and Puerto Rican descent.

Fernandes began his higher education at American University in Washington, D.C., before transferring to the College of Charleston, where he earned a Bachelor of Science degree with majors in economics and political science in 2013. His academic pursuits continued, culminating in a Master of Public Administration from the Harvard Kennedy School in 2022.

Fernandes's political career began in earnest during his college years. In 2012, he worked on Senator Elizabeth Warren's campaign in the Cape Cod region, gaining valuable experience in political organization and grassroots mobilization. Following this, he served as the political director for Maura Healey's campaign for Attorney General of Massachusetts in 2014.
