Early life and career

Teresa Woorman was born in Puebla, Mexico, and moved to Montgomery County, Maryland, with her family when she was nine years old. Woorman graduated from Northwest High School in 2009 and continued her studies at Montgomery College, earning an associate's degree in international business in 2012. Following her graduation, Woorman embarked on a career in politics, working for the Maryland General Assembly for seven years. During this period, she held various positions, including chief of staff and legislative director for multiple members of the Assembly from 2016 to 2021. In 2018, she served as the campaign manager for incumbents in the 21st district, further solidifying her involvement in Maryland politics.

This bill was inspired by the case of María del Carmen Castellón Luna, who faced legal barriers after the death of her husband. Although the bill passed the House of Delegates, it ultimately did not advance in the Senate Judicial Proceedings committee.
