Chris Adams was born on June 19, 1972, in Salisbury, Maryland. He completed his secondary education at Wicomico High School, graduating in 1990. Following high school, Adams pursued higher education at Salisbury University, where he earned a Bachelor of Science degree in business management in 1994. He continued his studies at the same institution, obtaining a Master of Business Administration (M.B.A.) in 1996. Adams is a fifth-generation resident of Maryland's Eastern Shore, reflecting a deep-rooted connection to the region. He is married and has three children.

Before entering politics, Adams built a career in the business sector. He began working as a salesman at Value Carpet One in 1992, where he remained until 1995. He then advanced to the position of sales manager, a role he held until 2001. Since that time, he has served as the president of Value Carpet One, overseeing operations and contributing to the local economy.

Adams's political career began in earnest when he declared his candidacy for the Maryland House of Delegates in October 2013.
