Mary Courtney Watson is a Democratic member of the Maryland House of Delegates, representing District 9B. She has been serving in this capacity since January 9, 2019. Prior to her current role, Watson held various positions in local government, including serving on the Howard County Council and the Howard County Board of Education. Her career has been marked by a focus on education, community development, and public service.

Early life and career

Courtney Watson was born on September 8, 1962, in Baltimore, Maryland. She completed her secondary education at Atholton High School in Columbia, Maryland. Following her high school graduation, Watson pursued higher education at Howard Community College and later at Loyola College, where she earned a Bachelor of Arts degree in business in 1984. She continued her academic journey, obtaining a Master of Business Administration degree in 1986.

After completing her education, Watson ventured into the business world by starting her own company, which she operated until 1991. Following this entrepreneurial endeavor, she transitioned to a role as vice president of sales at Rossmann-Hurt-Hoffman, a local insurance firm. Her engagement in community issues began in earnest in 1997 when she became aware of overcrowding at Ilchester Elementary School. This concern prompted her to join a local parents' committee focused on advocating for stronger county regulations to manage development around schools facing capacity challenges.

Watson's commitment to education and community development led her to co-found County-Wide Citizens for the 12th High School, an initiative aimed at addressing the need for new educational facilities in the area. This group successfully lobbied for the establishment of Bellows Spring Elementary School, which opened in 2003, and Marriotts Ridge High School, which opened in 2005. Her involvement in local governance deepened when she was appointed to Howard County's Adequate Public Facilities Ordinance Committee by County Executive James N. Robey.

In April 2002, Watson filed to run for a position on the Howard County Board of Education, aiming to succeed the outgoing chairwoman, Jane B. Schuchardt. She won the nonpartisan primary election in September, securing a significant majority of the votes. At the time of her election, she was noted for being the youngest member of the Board and the only one with a child enrolled in the county school system. Watson subsequently won the general election with a substantial margin.

Following her tenure on the Board of Education, Watson announced her candidacy for the Howard County Council in December 2005, seeking to succeed the council chairman, Christopher J. Merdon. She successfully won the general election, further establishing her presence in local governance. In September 2013, Watson sought to advance her political career by running for Howard County Executive, although she was ultimately defeated in the general election.

In March 2015, Watson founded Bridge to Give, a charitable organization aimed at raising awareness of community needs. The organization utilized social media as a platform to connect individuals with local charitable efforts, although it did not engage in traditional fundraising activities.

Watson's political engagement extended to national politics as well. In November 2015, she endorsed Hillary Clinton in the Democratic Party presidential primaries and served as a delegate from Maryland's 7th congressional district in the 2016 Democratic primary. She was also a presidential elector in the 2016 general election, where she signed a letter requesting an intelligence briefing regarding alleged foreign interference in the election. After the election, Watson expressed support for reforms to the Electoral College system.

In the wake of the first Ellicott City flood, Watson took a leadership role in organizing volunteer recovery and relief efforts, demonstrating her commitment to community service.

Legislative service

Courtney Watson was sworn into the Maryland House of Delegates on January 9, 2019. Since her election, she has been an active member of the Economic Matters Committee, where she has served on various subcommittees, including those focused on banking, consumer protection, and commercial law. In 2022, she was appointed chair of the workers' compensation subcommittee, reflecting her growing leadership role within the committee.

In addition to her committee assignments, Watson has taken on several leadership positions within the Maryland House of Delegates. She serves as the House Chair of the Howard County Delegation and has been the Vice-Chair of the Democratic Caucus since her election. Watson's engagement in national politics continued as she served as a delegate from Maryland's 7th congressional district in the 2020 Democratic primary, where she pledged support for Joe Biden. Although she applied to run as a delegate to the 2024 Democratic National Convention, her application was not accepted by the Maryland Democratic Party.
