Huldah Hiltsley was born in 1985 in Nyamemiso village, located in Nyamira, Kenya. She is the daughter of Phillip Momanyi Sangaka and Tabitha Momanyi. Her father moved to the United States in 1988 to pursue his studies, and her mother followed in 1992. In 1995, Huldah and her two siblings joined their parents in the United States, marking the beginning of their life in a new country.

Hiltsley has pursued an extensive education, earning four degrees. She holds three bachelor's degrees in International Business, International Relations, and Reconciliation Studies, as well as a master's degree in Global Business Management, all from Bethel University. This academic foundation has equipped her with a broad understanding of global issues and the complexities of international relations, which she has applied throughout her career.

Following the completion of her master's degree, Hiltsley relocated to San Diego with her family. In San Diego, she worked for Dexcom, a company specializing in diabetes management technology. Her professional journey continued as she took on the role of Privacy Operations Manager at Boston Scientific, a position she held prior to her entry into politics. In this capacity, she was responsible for overseeing privacy operations, ensuring compliance with regulations, and managing data protection initiatives.

In addition to her professional endeavors, Hiltsley has been actively involved in community service and advocacy. In 2014, she founded SaniPads, an initiative aimed at addressing the challenges faced by girls in Kenya, particularly in relation to menstrual health.
