Gordon M. Johnson was born on December 16, 1949, in Englewood, New Jersey, where he spent his formative years. He was raised in a household where public service was a significant value; his mother worked as a nurse, while his father served as a United States Customs Agent. Johnson's educational journey began at St. Cecilia High School, after which he pursued higher education at St. Thomas Aquinas College, earning a Bachelor of Science degree in Social Science and Criminal Justice. He furthered his education by obtaining a Master of Arts degree in Administration and Supervision from Seton Hall University.

In addition to his academic achievements, Johnson served in the United States Army Reserve, where he attained the rank of Major. His military service included participation in significant operations such as Operation Desert Storm in the early 1990s and Operation Joint Endeavor in the mid-1990s. Johnson retired from the Army Reserve in 2000, having received numerous commendations, including the Bronze Star and the National Defense Service Medal, among others.

Johnson's career in law enforcement began with the Englewood Police Department, where he dedicated 24 years of service, ultimately rising to the rank of patrol sergeant. His experience in law enforcement extended to the Bergen County Sheriff's Department, where he served as undersheriff before being elected as Bergen County Sheriff from 2001 to 2002. Notably, he was the first African-American to hold a countywide office in Bergen County, marking a significant milestone in the region's history. Following the September 11 attacks in 2001, Johnson played a critical role as commander of the George Washington Bridge, contributing to the county's emergency response efforts.

In 2006, Johnson entered local politics by winning a seat on the Englewood City Council, securing his position after defeating an incumbent in the Democratic primary. His victory in the general election solidified his role in local governance, although he later announced his intention to step down from the council to adhere to public sentiment regarding dual office holding.
