In 2024, he transitioned to federal office, winning election to the U.S. House of Representatives for New Jersey's 3rd congressional district. Early life and career

Herb Conaway was born on January 30, 1963, at St. Francis Medical Center in Trenton, New Jersey. He is the son of Eva Christine Conaway, a nurse, and Herb Conaway Sr., a history teacher. Growing up in Bordentown, New Jersey, he attended local schools and graduated from Bordentown Regional High School. Conaway pursued higher education at Princeton University, where he earned a Bachelor of Arts degree in politics in 1985. His senior thesis, which was notably extensive, focused on "Black Political Strategy."

Following his undergraduate studies, Conaway continued his education in the medical and legal fields. He received a Doctor of Medicine degree from Jefferson Medical College at Thomas Jefferson University. In addition to his medical training, he also earned a Juris Doctor degree from Rutgers School of Law—Newark. This combination of medical and legal education is relatively rare, making him the only member of the New Jersey legislature to hold both an M.D. and a J.D.

Conaway's professional career includes service in the United States Air Force Medical Corps from 1992 to 1996, where he attained the rank of Captain. His military service included a position at McGuire Air Force Base in Burlington County, where he worked as a general medical officer and as the assistant director of the primary care clinic. In addition to his military experience, Conaway has maintained a medical practice, specializing in internal medicine. He currently serves as the director of the internal medicine clinic at St. Francis Medical Center in Trenton. His previous roles included working at Cooper University Hospital and operating a practice in Willingboro. Conaway has lived in various locations, including Delanco Township and Moorestown, New Jersey.

Legislative service

Conaway entered the political arena by being elected to the New Jersey General Assembly in 1997, where he emerged as the top vote-getter in his district. His initial election was marked by some controversy, as his running mate, Jack Conners, faced issues related to voting machine malfunctions. Conners was subsequently removed and replaced by Republican Kenneth William Faulkner, but he later won a special election to serve alongside Conaway. The two legislators worked together until Conners' resignation in 2011, after which Conaway was joined by Troy Singleton until Singleton's election to the New Jersey Senate. Since 2018, Conaway has served alongside Carol A. Murphy.

Throughout his legislative career, Conaway has held several leadership positions. He served as the Deputy Speaker of the Assembly from 2002 to 2005 and later as the Majority Whip from 2014 to 2017.
