John McKeon was born on June 3, 1958, in Montclair, New Jersey. He is the eldest of four children in his family, born to John F. McKeon Jr. and Anita Monzo. He graduated from West Orange Mountain High School before pursuing higher education.

In 1980, McKeon earned a Bachelor of Arts degree in history from Muhlenberg College, graduating cum laude. He furthered his education by obtaining a Juris Doctor degree from the Seton Hall University School of Law in 1983. Following his graduation from law school, McKeon began his professional career as a judicial clerk for Joseph M. Thuring in the Superior Court of New Jersey, located in Hudson County. McKeon also served as legislative counsel to Senator Richard Codey and provided legal counsel to the West Orange Board of Adjustment.
