During his time at Ohio University, he was active in student leadership, serving as president of the student body and the men's dormitory system, and was a member of the Phi Kappa Tau fraternity. Following his undergraduate studies, Voinovich attended the Ohio State University College of Law, receiving his Juris Doctor in 1961.

His political career began in 1963 when he took a position as an assistant attorney general in Ohio.
