Nicole Uhre-Balk was born on August 16, 1982, and spent much of her childhood in the Black Hills of South Dakota. Growing up on her family's ranch, she gained firsthand experience in agriculture and small business operations, which contributed to her understanding of rural life and community dynamics. Her mother was actively involved in local community activities, participating in organizations such as Toastmasters and serving on various boards, which likely influenced Uhre-Balk's own commitment to community service and civic engagement.

Uhre-Balk attended Pinedale Elementary School in Rapid City, where she began her formal education. As she progressed through her schooling, she took on work at what is now known as Black Hills Works, an organization that supports individuals with disabilities. In addition to her teaching roles, Uhre-Balk served as an education consultant at Compass, formerly known as Technology & Innovation in Education. This district includes parts of downtown Rapid City, north Rapid City, and the West Boulevard Avenue and Robbinsdale areas. During the 2024 election, Uhre-Balk successfully secured one of the two available seats for District 32 in the South Dakota House of Representatives. She won the election with a total of 3,326 votes, narrowly defeating the Republican incumbent Steve Duffy, who received 3,304 votes, and fellow Republican candidate Brook Kaufman, who garnered 2,762 votes. Uhre-Balk's victory marked a significant political shift in the district, as she became the first Democrat to represent District 32 in 18 years. She now serves alongside Duffy, the other elected representative for the district.
