Rusty Crowe was born on April 2, 1947, in Johnson City, Tennessee. He pursued higher education at East Tennessee State University, where he earned a Bachelor of Science degree in Criminal Justice. Following his undergraduate studies, he attended Atlanta Law School, obtaining a Juris Doctor degree. Crowe's early career was marked by his service in the U.S. Army Security Agency from 1967 to 1971, where he played a crucial role in intercepting Morse Code communications from enemy forces in Southeast Asia during the Vietnam War.

After his military service, Crowe transitioned into academia, working at East Tennessee State University from 1980 until 2003. His final position at the university was as an assistant dean in the continuing studies department, where he contributed to adult education and lifelong learning initiatives. He is the vice president of Shared Health Services, located in Johnson City, Tennessee, and serves as the president of Product Specialty Corporation, based in Franklin, Tennessee.
