Joseph Outhwaite was an American educator, lawyer, and politician who served as a U.S. Representative from Ohio's 12th congressional district. A member of the Democratic Party, Outhwaite held office for five consecutive terms from 1885 until 1895. His career in public service was marked by his involvement in various educational and legal roles prior to his tenure in Congress, as well as his later position as Dean of the law school at Ohio State University.

His commitment to education continued as he advanced to the role of principal at a grammar school in Columbus, Ohio, from 1864 to 1867. In 1866, Outhwaite was admitted to the bar, marking the beginning of his legal practice, which he conducted in Osceola, Missouri, from 1867 until 1871. His legal career was complemented by his public service, as he took on the role of prosecuting attorney for Franklin County, Ohio, from 1874 to 1878.
