Kevin Mullin was born on June 15, 1970, in Daly City, California. He received his early education in both public and Catholic elementary schools, ultimately graduating from Junípero Serra High School in 1988. Following high school, Mullin pursued higher education, earning a bachelor's degree in communications from the University of San Francisco in 1992. He furthered his academic credentials by obtaining a master of public administration from San Francisco State University in 1998.
